very general but will give parents an idea of the structure, timeline and cost.

Timeline
: We need to have on-line survey of interest filled out a.s.a.p. Click on “REQUEST MORE INFORMATION” tab at top of football webpage and submit information. This information will help us plan on number of teams we may have. Information such as rules, physical forms, parent codes of conduct, player codes of conduct are available on this webpage to download, fill out and return. We are attempting to keep this as “paperless” as possible. When you submit the “REQUEST MORE INFORMATION” tab on our website, you will automatically be put on an email list to receive all updates and M.B.F.C. news.

Cost
: $150 per participant. This will include top of the line equipment for each athlete to use for the entire season, (i.e. helmets, shoulder pads, pants with pads built in, a practice jersey and a game jersey – all equipment is property of Maumee Bay Football Club L.L.C. and must be returned promptly at end of season). Athletes will need to provide their own mouthpieces (mandatory) and proper footwear(rubber or plastic cleats). This fee also includes insurance coverage that is REQUIRED above and beyond what your family may have. Cost also includes all officials and league fees. Extra apparel will be available if parents wish to purchase such items. A $50 non-refundable deposit will be due to hold your child’s spot when we have equipment fittings on both July 20 and July 22nd from 6pm to 7:30pm at Maumee Bay Turf Center, in the sales showroom. All fees must be paid by first day of practice first day of contact, August 8th, 2011. Once a player has participated in a practice after August 8th, 2011, entry fee will be completely non-refundable. Please note the fee does not totally cover the cost of participation. Maumee Bay Turf Center is donating the remainder of money needed to help keep costs as low as possible.

Meetings
: We will have equipment fittings on July 20th and 22nd 2011, and will also have a parent information meeting(s) before season begins to go over expectations, conduct and general information. We strive to provide the most enjoyable, organized and fundamental atmosphere possible. This league is geared for people who wish to be positive role models for our youth. We must lead by example.

Teams
: Teams will consist of 16-18 players each, as we want every athlete to have maximum playing time possible and low player-to-coach ratios for teaching purposes.

Coaches
: Coaches will volunteers, selected by M.B.F.C., and properly trained. All coaches (head and assistants) must undergo official BCI background checks, fill out application forms and undergo coaches training before approval to coach is granted.

Rules
: Rules and guidelines are posted below and are subject to change from league to league, which is typical at these levels. Height and weight restrictions will be strictly adhered to as the safety of our children is of the utmost importance. All teams we will potentially play have strict and certified pre-season weigh-ins. SEE BOTTOM OF THIS PAGE FOR LEAGUE RULES.

Summer Clinics/Camps
: We will attempt to provide summer instructional clinics for the club members to help them prepare for Fall practice. There will be no extra cost involved with this; it will be part of your club fee. Players who wish to attend and do not belong to club will be charged a small fee. Clinics/camps will be non-contact, but we MAY allow athletes to wear helmets and shoulder pads to get them acclimated to playing in equipment.

Practices
: First week of official practice will coincide with Ohio High School Football, which is week of Monday August 1st, 2011. First week will be “acclimation” period and will be strictly conditioning - Full contact will not be allowed during first week. Practices will be no less than two days per week and no more than 3 days per week. Practices will generally be 1.5 hours long. Practices will be at various practices fields as well as our practice field at Maumee Bay Turf Center at corner of Navarre and Stadium. Players must have current physicals, proper insurance and all paperwork properly filled out before they can participate in any activity after August 1st, 2011.

Games
: 7-9 game schedule will be played starting at end of August/beginning of September. Our home field will be Maumee Bay Turf Center Field. We will play various teams of same age and skill level from nearby communities. No major travel will be involved (more than 15 – 25 miles). We may schedule some controlled scrimmages to help acclimate athletes to game conditions. Games will be played on Saturdays, Sundays and possibly some weeknights. Ideally we want to play as many games as possible on weeknights so families can have more time at home on weekends. We will see how this “plays out” as we develop the schedule.

Administration
: League will be administrated/facilitated by PJ Kapfhammer and Brad Morrison, owners and operators of MBFC and owners of Maumee Bay Turf Center. This is completely private and in no way affiliated with the Oregon City Schools, Oregon Recreation Department or any public/taxpayer dollars. We do however completely support the Oregon City Schools and Oregon Recreation Department and all of their hard work and dedication to our youth.
Participation in other leagues or sports is acceptable, but coaches must be informed well in advance if a player will miss a practice, game or any scheduled event.
Maumee Bay Football Club would like to extend thanks to Ken James (Northwood Football), Mike Donnelly (Clay Football), Erik Johnson (Otsego Football) and Frank Stefan (Website Designer) for all of their information in helping us pursue this endeavor.

Rules and Regulations for Competition – 2011 (Subject to change)
*These rules have been adopted from various northwest Ohio leagues of this level.

League Rules of Competition
  1. All rules of the Ohio High School Athletic Association (OHSAA) shall apply with the following exceptions:
    a. GAME PLAY- The game will consist of four (4) quarters. Quarters will be 8 minutes long and if a team is hampered by injury at the QB position and the first team QB must participate with the second team, that QB will be limited to handing the ball off. No passes or running play by the QB will be allowed in this situation. There will be a 1 minute break between quarters and a 10 minute half between the second and third quarters.
    b. FIFTH QURTER – A fifth quarter will be played. The fifth quarter will be played following the regulation game. Any score during the fifth quarter WILL NOT count toward the regular game. The fifth quarter will be 10 minutes in length or until each team has had one possession (whichever is longer). Teams will take turns on offense starting at the 35 yard line going in. The scoreboard shall be reset to 0-0 for the 5th quarter and any scores made during, will be put on the scoreboard.
    c. WARM-UPS - Teams shall have at least 10 minutes prior to their game to warm up.
    d. TIME OUTS - Each team will have three (3) time outs per half lasting no more than two (2) minutes each.
    e. SUBSTITUTIONS – Unlimited substitutions (when ball is not in play).
    f. PROTECTIVE EQUIPMENT - All protective equipment furnished by the league must be worn by ALL PLAYERS AT ALL TIMES! Only clear visor may be worn and must be attached in such a way as to produce no sharp objects. Mouth pieces must be worn at ALL TIMES DURING PLAY! Only shoes approved by the league will be allowed. Molded rubber cleats are recommended, but not required. BOOTS, METAL or SCREW-IN CLEATS are not allowed.
    g. CONDITIONING - All teams must have a one (1) week conditioning period prior to issuing protective equipment. No players shall receive protective equipment or participate in any physical activity until a guardian’s and physician’s (physical) consent form, as well as all other required paperwork has been received by the M.B.F.C. officials.
    h. PRACTICE TIMES - No team shall practice more than ten (10) hours per week prior to the start of school and six (6) hours per week after the start of school. This includes scrimmages.
    i. PAT SCORING - Conversions after touchdowns will be awarded as follows:
         i.run or pass – 1 point
         ii. kick – 2 points
    j. PAT RULES OF PLAY - If a team elects to kick their point after touchdown, they must declare to the referee that they intend to kick. The Kicking Team will align themselves in a conventional kicking formation. The Defensive Team may not cross the line of scrimmage or contact any kicking team member at any time during the play. If the holder drops he ball, lifts his knee to catch the ball, or does not receive the ball from the snapper, then the extra point try will be declared a dead ball. NOTE: Any player may attempt the extra point regardless if he is over 90 Ibs. This rule applies for field goals as well. Once a kick has been declared, there will be no fakes of any kind.
    k. Punting - At any time, the Offensive Team may declare to the referee that they want to punt. The referee will notify the Defensive Team, and BOTH teams must replace all players on the field weighing more than 90 IBS. The Offensive Team may “release” two eligible receivers at the snap of the ball. All other Offensive players must wait for the ball to be punted before going down the field. The Defensive Team may not cross the line of scrimmage until the ball has been punted. No player on the Defensive Team may contact the Offensive Team’s Center until after the ball has been punted. If the Offensive Team tries to advance the ball past the line of scrimmage, the play will be blown DEAD and the Defensive Team will receive the ball at the spot of the foul. (No fake punts.)
In order to make the punts look like a football play, the defense must have 4 players on the defensive line at the snap of the ball, who may release upon the ball being kicked.
“Released” men definition - 2 players on the punt team may be released upon the snap of the ball given the following conditions:
         1. They are eligible receivers, AND
         2. They are on opposite sides of the line of scrimmage.
The punter will have a maximum of two (2) seconds to punt the ball once he has received it.
Holding the ball for the purpose of allowing the “released” men to get down field will result in an unsportsmanlike conduct penalty and will be treated as such, with the receiving team taking possession of the ball and gaining 15 yards from the original line of scrimmage. The referee shall use his discretion and call a referee’s timeout during punting situations in order to make sure the appropriate players are on the field.
    l. KICK-OFFS - There will be no kickoffs. Play will begin at the Offensive Team’s 35 yard line after touchdowns and field goals and at the 45 yard line after safeties.
    m. PLAYER AGE LIMIT – Players must be enrolled in the 3rd or 4th grade entering Fall 2010 school year.
    n. No player on the defensive team shall blitz, stunt, twist, etc through the “A” gap (center-guard gap)
    o. BALL CARRIER WEIGHT LIMIT – Any player wanting to carry the ball must be officially weighed in (WITHOUT EQUIPMENT), prior to the first official game. Each league/team must designate their own day, time and location to conduct their weigh-in, and must properly notify the other leagues’ commissioners so that a representative for each league can be present to certify the weigh-ins. Players weighing more than 90lbs shall be required to wear a clearly visible indentifying decal on their helmet in all games. They will also be required to play on the INTERIOR LINE, which is defined in our league as anywhere inside of the offensive tackles outside shoulders. They must be in a 3 or 4 point stance, both offensively and defensively at the time the ball is snapped. Also, no player of 90lbs shall advance the ball either offensively or defensively. Should a player over 90lbs come into possession of the ball, the play will be blown dead and the appropriate team shall retain possession of the ball.
    p. MERCY RULE – If at any time during the course of a game, one team gains an advantage of 18 or more points, the opposing team’s coaches can remove two (2) of the offensive players from the team that has the advantage. Removed players are still eligible to play defense. When this situation occurs, the coach of the team at the disadvantage will inform the referee of which two players to remove and the referee will pass the information along to the other team.
    q. ROSTER EXCHANGE – Coaches from each team will exchange rosters at least 15 minutes prior to kick-off. Rosters must include the following: Player’s name, jersey number, official weight.
    r. OFFICIAL WEIGH IN – All players must be officially weighed-in on a designated date at a location determined by M.B.F.C. A rep from another team and or the league shall be present.
    s. STARTING TIMES FOR GAMES – Times T.B.A. when schedules go out in August. Games of these levels usually start around 1pm on Saturdays or Sundays. We will try to keep as many games as possible on weeknights. Any changes made will be shared with everyone involved 1 week prior to event changed.
    t. PENALTIES FOR VIOLATION OF ANY OF ABOVE RULES

    b. A second violation of the same rule will result in ejection of violating team’s head coach.
    c. If an official ejects a coach or assistant coach from any game for ANY reason, the coach will be suspended from participating in ANY league activities (games or practices) for 7(seven) calendar days including the next week’s game. (Day of ejection counts towards 7 days).
    d. If a coach is ejected from last game of season, the penalty shall be enforced at the beginning of the next season. The coach shall be suspended from the first game and 7(seven) calendar days prior to the first official game.
    e. A second ejection in a season will result in an automatic suspension for the remainder of the season.
    f. If a coach is ejected for a second time during either of the last two games of the season, he will be suspended from coaching for the entire next season.
    u. RESULTS – Coaches of the HOME TEAM will be responsible for reporting results to league commissioner and M.B.T.C. officials.
    v. OFFICIALS – Two officials will be scheduled for every game (every attempt will be made to schedule 3). Each referee will be paid prevailing fee (around $35 - $45 per game) PRIOR to the start of each game. The cost of the referees will be split by the competing teams. Failure to pay officials in full BEFORE game starts will result in delay and possible forfeiture by the team failing to pay.
    w. Rules subject to change without notification.
